I have yahoo web hosting. Do I need to use WordPress or Movable Type blogs or can i create my own blog?

You can install WordPress or MT on your Yahoo Webhosting. My recommendation is to use WP: there’s a huge user base; tons of themes; and plenty of plugins.
WordPress.org is the same software as WordPress.com, only it’s hosted on your site.
Simply go to http://www.wordpress.org to download the software, then head over to http://codex.wordpress.org/Installing_WordPress#Famous_5-Minute_Install to do the five minute install.

What is the cheapest website hosting + domain I can get?
I found www.bluehost.com.. and it’s $6.95 (or so) a month + free set up and domain if I stay with them for 2 years.
I’ve heard about hosting I could get, though, for about $10 for a year.
I would like to have a control panel or something along with it, a domain, etc as well.

Well you don’t have to host it at the same place you get the domain.
Namecheap has free whois privacy, and the domain names are around $8 (their $9 without a coupon code).
So get your domain there, then get your hosting somewhere else. I get my domains through Namecheap, and host with hostgator.
